Description

The specification states that when doctype-system is specified, a serialization error SEPM0004 must be reported if the result document is not well-formed (that is, if it contains more than one top-level element or a non-whitespace top-level text node. This is not happening (the checks are present in the code but are not working correctly).

Tests for these conditions have been added to the QT3 test suite.

The problem has probably been present in all past releases.
