In Nuget the Saxon-HE package version 9.9.1.1 is missing file IKVM.OpenJDK.Security.dll, which is references from other dlls.

Update:

The library IKVM.OpenJDK.Security.dll is also missing from the Saxon-HE download too. I have added the missing IKVM.OpenJDK.Security.dll file in the ant script.
