According to https://sourceforge.net/projects/saxon/files/Saxon-HE/9.9/ and http://saxonica.com/download/dotnet.xml the latest .NET 9.9 release is 9.9.1.4 but on NuGet https://www.nuget.org/packages/Saxon-HE/ the latest release is only 9.9.1.3.
