Reported by user on Saxon/C.
According to the Serialization specification when the xsl:output
is used with an encoding that does not support the BOM, Saxon should ignore the byte-order-mark attribute. However Saxon failing to ignore the attribute.
Reproduced on Saxon 9.9. Need to check against Saxon 10.
