digraphs in index groupings

I need to group and sort in languages that include digraph and trigraph letter groupings. The most impacted area is the creation of the document index. I have an approach in mind but wondered, before I launched into it, if there is an eligant solution already generally accepted.

I'm not aware of anything like this though some of Jeni Tennison's recent blog postings might be relevant. However, this isn't the best place to find out - the xsl-list at www.mulberrytech.com would be a better place to get ideas.
