Description

Following a question on the help forum (https://saxonica.plan.io/boards/3/topics/7406 "Package library path with Ant"), it appears that the information about the use of XSLT packages is inconsistent in the 9.9 documentation.

Since 9.9, with HE you can load packages in either source (XSL) or compiled (SEF) format. In 9.8, HE can load source XSL only, PE is required for compiled SEFs.

The XSLT 3.0 Conformance section at http://www.saxonica.com/documentation/index.html#!conformance/xslt30 needs updating, as does the Configuration file section at http://www.saxonica.com/documentation/index.html#!configuration/configuration-file/config-xsltPackages

9.9 documentation updated online (XML and HTML versions).

Documentation source updates in conformance/xslt30, and featureKeys/AdditionalFeatures.xml (for configuration/configuration-file/config-xsltPackages) committed on 9.9 and dev branch.

Also updated 9.9 Feature Matrix (http://saxonica.com/products/feature-matrix-9-9.xml) to clarify info in "Language Support/ XSLT 3.0" sections.
