Replacing all German special characters

Hi there, what's the quickest way to replace all special characters in a string in XSL-T 2.0? Explanation: I have filename encoding problems on Windows 2000. So I want to replace ä -> ae, ö -> oe, ü -> ue and ß -> ss. The filenames are generated at run time depending on the contents of some input file, so I don't know in advance if the resulting file name contains special characters or how many of them.
