Packaging Saxon-HE/C with a C++ application.

I see that Saxon-HE/C expects users to install it.
"To install the Saxon-HE/C release run the executable libsaxon-HEC-setup.exe" http://www.saxonica.com/saxon-c/index.xml#installingWin

If I make a C++ application that uses the Saxon-HE/C binary (or library, or source)

Is it possible (and permissible) to just include any required files along-side my application. In such a way that it allows the user to use my application (which uses Saxon-HE/C) and avoids the need for the user to download or install Saxon-HE/C separately.
