The user documentation at

http://www.saxonica.com/documentation/html/using-xquery/commandline.html

incorrectly states that the default for -qversion on the command line is 1.0, and that 3.0 is supported only in EE.

The statement "It supports a fairly small subset of the features from the draft XQuery 3.0 specification" is also seriously out of date!
