It seems that the SUPPRESS_INDENTATION serialization property is ignored for the HTML and XHTML output methods.
This is probably a legacy of the fact that the property was first introduced as a Saxon extension and was designed to handle XML use cases; the rules for handling block-vs-inline elements in HTML were considered adequate.

I have implemented suppress-indentation for the HTML and XHTML output methods on the development branch, and have committed a few tests to QT3. I am not proposing to retrofit the implementation to the 9.8 branch.
