I looked into trying to build the C samples under Windows but my directory doesn't event contain a bat file for that:

I have added a windows .bat file for the C samples. Testing required.

Following the fixes made in the bug issue #5868 I have made further changes to the C API for Windows. Now marking this issue as resolved, which will be available in the next maintenance release.
bat file and executables tested on windows.
