From 12.1, SaxonApiException is added to the SaxonC API, but this has not yet been added to the (manually updated) PHP API documentation https://www.saxonica.com/saxon-c/documentation12/index.html#!api/saxon_c_php_api.

SaxonApiException currently does not exist in the PHP API. We throw the generic PHP Exception. We will probably revisit this in a future release.
