Description
There are tests in the test suite that attempt to retrieve resources from the W3C, for example http://www.w3.org/fots/unparsed-text/unparsed-text/text-plain-utf-8.txt. For several years, the W3C has been redirecting those requests to https://....
The test driver doesn't appear to follow redirects and consequently fails a bunch of those tests.
