Attempt to use text value templates under Saxon-HE gives poor diagnostics

Description
See XSLT 3.0 test case attr/expand-text/cvt-029 under Saxon-HE. In StyleElement.compileSequenceConstructor, the method isExpandText() is returning true, when it should return false because the expand-text attribute should be ignored when running a 2.0 procesor in forwards-compatible mode.

Patch applied in StyleElement.processExpandTextAttribute() on the 9.6 and 9.7 branches. The effect of the patch is to ignore the expand-text attribute with a warning if XSLT 3.0 is not enabled. The test case now outputs:
