xsl:call-template should allow streaming if there are no parameters and if the context item is grounded.

A patch has been applied to the 9.6 and 9.7 branches that makes xsl:call-template streamable provided the context item and all xsl:with-param operands are grounded (that is, not streamed nodes).

A test case si-call-template-001 has been added to the w3c xslt30 test suite.
