If an XQuery query calls function-lookup with a name in the built-in functions namespace, it fails with XPST0017. I would have thought it should just return the empty sequence, since no function with that name and arity is found. For example:

function-lookup(xs:QName("fn:foo"),1)

or

function-lookup(xs:QName("fn:upper-case"),4)
