See W3C specification/test bugs 29493 and 29515.
Saxon gives the result of
format-date(xs:date('2008-03-01'), '[w]')
as 5 when the correct result is 4.

Fix committed for 9.7 and 9.6 branches. Correction made to getWeekNumberWithinMonth() method of DateValue: for days before week 1, calculate week number of last week of previous month (it is not always 5).
