Reported by user here: 7651
Due to Saxon/C windows installer not being digitally signed the user sees the message after downloading the exe file "Windows unrecognized app". The user then has to confirm that they trust the software to install.
We will investigate signing the Saxon/C exe like we do for Saxon .NET.
