Description
The new fn:parts()
function applied to a relative xs:anyURI
fails with System.InvalidOperationException: This operation is not supported for a relative URI. This causes many of the fn:parts tests in the qt4 test suite to fail.

Note that this problem is specific to the SaxonCS product.

Resolved for next maintenance release: all the fn:parts() tests are now passing. Solved with a combination of changes to Parts.java, URIUtils.cs, and the transpiler itself.
